A black IBC tote is not automatically food grade just because it is black, made from HDPE, or marked with a UN code. The safest way to tell is to identify the manufacturer, confirm the exact tote or inner bottle was made for food-contact use, and verify what the tote previously held.
Color alone tells you very little about food safety. Black plastic can be made with food-contact-compliant materials, but it can also be made for chemicals, industrial liquids, or other non-food uses.

Black Plastic Does Not Prove Whether an IBC Is Food Grade
Black IBC totes are often chosen because an opaque bottle blocks more light than a translucent bottle. That can help limit light reaching stored water, which may reduce one factor that supports algae growth.
It does not tell you whether the plastic is suitable for food contact.
The black color comes from material added during manufacturing. Food-contact safety therefore depends on the complete plastic formulation and how the container is intended to be used, not just whether the base plastic is polyethylene. You may see a recycling symbol with the number 2.

A food-contact container can contain several materials besides the base polymer, including pigments, stabilizers, processing aids, seals, and other components. FDA distinguishes between the individual food-contact substances, the material made from them, and the finished food-contact article.

A UN 31HA1 Mark Does Not Mean Food Grade Either
Many IBC totes have a code that looks something like:
UN 31HA1/Y/...
That is a packaging performance marking used for transporting certain materials.
For example, PHMSA identifies 31HA1 as a type of composite IBC with a rigid plastic inner container and outer packaging. The related UN markings deal with transport requirements and packaging performance. They are not food-contact certifications.
A tote can therefore have a legitimate UN mark and still not be suitable for storing food or drinking water.
Do not use the UN code as your food-grade test.
Find Out What the Tote Previously Held
For a used IBC, its history can matter as much as the plastic itself.
Ideally, you should know the original contents from reliable records or an intact product label.
A used tote that previously contained a food ingredient is generally a much better starting point for food-related reuse than one that contained an industrial chemical. Even then, you still need to verify the container materials and clean it properly for the new use.
Avoid using an IBC for food or drinking-water storage when:
- The previous contents are unknown.
- The old label has been removed and no records are available.

Be Careful With Reconditioned and Rebottled IBCs
A used IBC may be sold as reconditioned or rebottled.
Those terms are not the same thing.
A rebottled IBC may have a new plastic inner bottle installed in a reused cage. PHMSA documents, for example, describe IBC operations in which new plastic bottles are placed into previously used outer cages.
That can make a rebottled unit very different from an IBC with an old, cleaned inner bottle.
If you are considering one, ask specifically:
- Is the inner bottle new or used?
- Who manufactured the new bottle?
- Is that exact bottle intended for food contact?
- Are the valve, cap, and seals also suitable for the intended use?
- Is there documentation for the bottle rather than only the cage?

Food Grade and Potable Are Not the Same Thing

Potable water means water that is suitable for drinking.

What About Garden Water?
The standard can be different when the water is only being used for landscape irrigation.
You may not need a food-contact container for every non-potable irrigation system. Non-potable means the water is not intended for drinking.
However, you should still avoid totes with unknown or hazardous previous contents. Residual chemicals could reach soil, plants, pets, or people.
Be especially conservative if you plan to water vegetables, herbs, fruit, or other edible crops.
For ornamental landscaping, there may be more flexibility, but knowing the tote's history is still much better than guessing.
